Council of Europe - 4th GRECO Evaluation Round Closure of the compliance procedure for Monaco

In the framework of its 93rd plenary meeting (Strasbourg 20-24 March 2023), during its session of 22 March 2023, GRECO (Group of States against Corruption of the Council of Europe) adopted the second compliance report for Monaco in the framework of the 4th round relating to the prevention of corruption of members of parliament, judges and prosecutors, in the presence of a delegation from Monaco.

With this report, GRECO ends the Principality's compliance procedure for this round which started in 2016. GRECO concludes that Monaco "has satisfactorily implemented or addressed twelve of the sixteen recommendations contained in the Fourth Round Evaluation Report", four recommendations remaining partially implemented.

GRECO noted, as regards the National Council, "significant progress aimed at strengthening integrity measures" and in particular the adoption of the Assembly's Rules of Procedure and the Charter of Ethics for National Councillors, as well as the increased transparency of the legislative process.

As regards magistrates, GRECO noted "the adoption of a Compendium of ethical and deontological principles for magistrates, as well as the legislation organising the Supreme Court and the adoption of the Charter of Ethics for its members" as well as "the new law on the status of the magistracy, which reinforces the position of the High Council of the Magistracy as guarantor of judicial independence and the application of the status of magistrates, alongside the Secretary of State for Justice".

The Government of Monaco salutes the work accomplished by the National Council and the Directorate of Judicial Services through the various reforms implemented, which will have enabled the State of Monaco to complete the 4th round of GRECO evaluations, thus providing further proof of its resolute commitment to the Council of Europe, a commitment which, as H.S.H. the Sovereign Prince recently recalled, is one of the "decisive priorities for the future of our country".
